Tamara Babiuk has over 15 years of experience in communications in development. She is the currently the director of Development Solutions Group (DSG) at Chemonics International, Inc. a consulting company. DSG coordinates project support services in communications, impact assessment, and technical innovation. As the former director of project communications at Chemonics, she instituted training and guidance for field projects implementing communications campaigns.

Prior to Chemonics, Tamara worked on economic development and policy programming in Eastern Europe. She was the chief of mission and senior program officer for the International Organization for Migration’s country offices in Azerbaijan and Austria, where she managed public education campaigns on migrant rights and inter-governmental consultations on migration policy between EU and former Soviet states. F

rom 1999-2002, she was the public information officer for USAID’s mission to Ukraine, Moldova, and Belarus, and project manager for a three-country partnership to stimulate local governance, macroeconomic reform, and small business development. She got her start in public relations at Ruder-Finn, Inc. where she managed the awarding-winning Netherlands Foreign Investment Agency account as Senior Account Executive. She has a master’s degree in international relations and economics from Johns Hopkins University and a BA in international studies and French from Vassar College.
