Andrew Schoenholtz

Andrew I. Schoenholtz is the Deputy Director of Georgetown University’s Institute for the Study of International Migration (ISIM).  He also co-directs the Certificate Program in Refugee and Humanitarian Emergencies, which is open to Law and Masters level students at the University.  Professor Schoenholtz teaches courses at the Law Center on Refugee Law and Policy, Refugees and Humanitarian Emergencies, and Immigration Law and Policy.  He also serves as the Faculty Advisor to the Georgetown Immigration Law Journal.

His publications include:  The Immigration Control of Terrorism and the Prevention of Torture, International Migration and Anti-Terrorism Laws and Policies: Balancing Security and Refugee Protection, Refugee Roulette: Disparities in Asylum Adjudication, Controlling Irregular Migration: The Challenge of Worksite Enforcement, Refugee Protection in the United States Post-September 11th; Anti-Terrorism Laws and the Legal Framework for International Migration; The Uprooted:  Improving Humanitarian Responses to Forced Migration (chapter on “Improving Legal Frameworks”); and Aiding and Abetting Persecutors: The Seizure and Return of Haitian Refugees in Violation of the U.N. Refugee Convention and Protocol.   Dr. Schoenholtz has conducted fact-finding missions in Haiti, Cuba, Ecuador, Germany, Croatia, Bosnia, Malawi, and Zambia to study root causes of forced migration, refugee protection, long-term solutions to mass migration emergencies, and humanitarian relief operations. 

Before coming to Georgetown, he served as Deputy Director of the U.S. Commission on Immigration Reform, established by legislation to advise Congress and the President on U.S. immigration and refugee policy.  Prior to his work at the Commission, Dr. Schoenholtz practiced immigration, asylum and international law with the Washington, D.C. law firm of Covington & Burling.

Dr. Schoenholtz holds a J.D. from Harvard Law School and a Ph.D. from Brown University.  He serves as a Member of the American Bar Association Commission on Immigration.
