Director, IT Enterprise Services, Office of the Chief Information Officer, Federal Aviation Administration. Bob Rovinsky directs an office (AES) that is responsible for many critical IT enterprise services for the Federal Aviation Administration. These include reviewing and improving all IT investment decisions, including the capital investment business cases ("Exhibit 300s") reported to the Office of Management and Budget (OMB) as part of the annual budget process. The total cost of the investments exceeds 1.5 billion dollars and the quality of the business cases determines whether the programs will receive scarce government funds. He also co-leads the implementation of earned value management in the FAA, a critical program management methodology, and his office produces the FAA's IT strategy, conducts software and process engineering reviews of FAA programs, and is responsible for forms, information collection, privacy, directives, records management, and section 508 compliance.
