Course Description

In this advanced course on designing program evaluation instruments, participants will apply the theories, principles and processes introduced in the first two courses in the certificate program (Program Planning, Analysis & Evaluation and Research Methods). This capstone course is designed as a workshop to create an outline of an actual program evaluation (student’s choice of topic). The final project will cover all components of an evaluation including planning, methodology, research design, data collection, and analysis of results. Participants will present their outlines and identify how the results can be used to make meaningful change in future program. The design process is applicable to program evaluation at any educational level, in non-profit organizations and in government and association training activities.

Course Objectives

Upon successful completion of this course, students will be able to: 

  • Identify appropriate models, approaches, and designs for program and policy evaluations
  • Specify necessary steps in the evaluation design process
  • Develop implementation plans for programs and policy evaluations including: 
    • Identifying appropriate methodologies for specific evaluations
    • Collecting data (including the IRB application process)
    • Analyzing results
    • Preparing evaluation reports
  • Understand and identify factors affecting program and policy evaluations including political, resource, ethical, and time limits
  • Prepare and critique a memorandum of agreement outlining a specific program or policy evaluation design that will meet professional standards
