Terry Yarbrough

Terry D. Yarbrough, MPS, MPA, PMP, PMI-ACP, ITILv3 is the Director, Health Programs and Program Manager at SeKON Enterprises.


A retired Naval Officer that has served in multiple operational units and platforms around the world, coupled with greater than 20 years of Department of Defense (DoD) and Center for Medicare & Medicaid Services (CMS) Acquisition, Finance and Logistics experience on Acquisition Category I/II/III and Major Automated Information Systems (MAIS) programs.

He currently supports DoD's effort to modernize the Military Health System (MHS) electronic health records (EHR) and the department's efforts to establish seamless medical data sharing between DoD, the Department of Veterans Affairs, and the private sector. He also manages a team of technical consultants that supports the implementation of technology solutions for the Office of Technology Solutions - Centers for Medicare & Medicaid Services. Considered an expert in the field of organization Metrics development, analysis and reporting, his most recent Metrics development experience was in the Office of the Secretary of Defense (OSD) / Acquisition, Technology and Logistics (AT&L) / Director, Deputy Assistant Secretary of Defense (DASD) / Director, Systems Engineering, (D, SE) where he developed and managed a process for improving the development and reporting of major acquisition program’s systems engineering Metrics data. He also supported DASD(SE) as a Senior Systems Engineer for the US Navy’s aircraft carrier – Gerald R. Ford (CVN-78).

He has earned degrees from Georgetown University (MPS – Technology Management), Washington, DC | Troy University (MPA – Healthcare Administration), Troy, AL | Southern Illinois University at Carbondale (BS – Healthcare Management), Carbondale, IL | Shelby State Community College (A.S. – Cum Laude), Memphis, TN.
