Scott Burrell

Scott Burrell is Associate General Counsel - Real Estate at Events DC where he focuses on facility development and real estate issues.


His career has focused on advising and counseling government entities on successfully developing, building and operating public facilities. He has a track record of successfully delivering business-like results and solutions within a government setting and for developing and implementing innovative and efficient solutions to issues faced by governments entities. Prior to joining Events DC he served as Deputy Executive Director and General Counsel for the City University of New York's Office of Facilities, Planning, Construction and Management, which was responsible for construction and development of CUNY's 300 buildings across 25 campuses in all five New York boroughs. From 2016 to 2020, Mr. Burrell was in private practice with the firms Leftwich and Parker Poe. From 2000 through 2015, Mr. Burrell served in a number of executive positions with the District of Columbia government, including Senior Legal Advisor to the District’s City Administrator providing advice and counsel on all government operations issues. He also served an Chief Operating Officer for the Department of General Service, the District agency responsible for the construction and operation of all District buildings and General Counsel to the Office of Public Education Facilities Modernization, which implemented an historic, multi-billion dollar school renovation program. From 2000 through 2007, Mr. Burrell served as Chief Financial Officer and Assistant General Counsel for the D.C. Sports and Entertainment Commission, which operated RFK Stadium and the DC Armory. In these roles, Mr. Burrell led the District’s efforts to develop the new DC United soccer stadium at Buzzard Pont and was significantly involved in attracting the Nationals to the District, renovating RFK Stadium for baseball, and constructing Nationals Park. He has negotiated deals with a host of content presenters, including Major League Baseball, Major League Soccer, Women’s United Soccer Association, Live Nation concerts, US Soccer Federation/FIFA, Don King Enterprises, Cirque Du Soleil, and the American Le Mans Series auto racing. He has also structured and negotiated agreements for all manner of facility services, including maintenance, crowd control, security, parking, food and beverage, advertising and sponsorship, and transportation. On the finance side, he developed and implemented a new event-based accounting and finance system for RFK Stadium and the Armory and developed and managed the executive’s economic impact and financing programs for the new D.C. United soccer stadium. Mr. Burrell is a member of the District of Columbia Bar. He is also a former certified public accountant.
