Troy Mueller
Dr. Mueller is the Managing Director of the Integrated Benefits Operations & Technology Division at MITRE. He leads MITRE’s support to major federal programs modernizing systems, processes, and service delivery across the Department of Veterans Affairs, the Social Security Administration, and other agencies responsible for benefits and citizen‑facing services.
At MITRE, Dr. Mueller has served in a range of senior leadership roles including Project and Group Leader, Department Head, Portfolio Director, Division Chief Engineer, and Senior Advisor supporting complex operational and technology modernization efforts across the homeland security, intelligence, diplomatic, and civilian agency communities. His work has included advising executive leaders on planning and overseeing large-scale programs, transforming passport, visa, and citizen-services processing, designing knowledge management prototypes for U.S. diplomats, improving the efficiency of Veterans’ education benefits delivery, and supporting the Intelligence Community on data acquisition and counterterrorism watchlisting.
Before joining MITRE, Dr. Mueller served 11 years on active duty in the U.S. Air Force and an additional 13 years in the Air Force Reserve. His final assignment was as the Individual Mobilization Augmentee and Senior Reserve Advisor to the Air Force’s $19B Program Executive Office Digital portfolio, where he supported leadership of more than 3,500 Airmen, government civilians, and contractors in the acquisition of software and weapons systems and in the enterprise adoption of agile software development practices.
Dr. Mueller holds a BA, MPA, Doctor of Science in Information Systems and Communications, and is a graduate of Georgetown's Executive Master’s in Emergency and Disaster Management Program. He also completed a graduate certificate program in Software Engineering Management from the Air Force Institute of Technology, executive education programs at Carnegie Mellon University and Massachusetts Institute of Technology, and is a graduate of the Air Force’s Air Command and Staff College and Air War College. Dr. Mueller serves on the Editorial Review Board for the Warfighting Acquisition University Acquisition Research Journal, is a member of the Robert Morris University PhD in Information Systems and Communications Program Advisory Board, and is an Adjunct Lecturer at Georgetown University.
