Glenn Phillips

Dr. Glenn Allen Phillips is an assessment professional and education researcher focused on equity, institutional health, and continuous improvement.

He is currently a Senior Insights Consultant for Watermark, a leader in educational technology.


His scholarship uses critical theory to understand the lived experiences of marginalized or otherwise silenced populations including student veterans and LGBTQ students and faculty. Additionally, he researches best practices for course and program-level assessment and investigates faculty attitudes towards assessment and reporting responsibilities.


Before moving to DC in 2018 and becoming the Director of Assessment at Howard University, he was the Interim Director of Assessment at The University of Texas at Arlington, and before that, he was a faculty member at Southern Illinois University-Carbondale, Texas A&M University, and Blinn College. He holds a Ph.D. in Educational Administration from Texas A&M University, an M.A. in English, and undergraduate degrees in mathematics and history.


Phillips now lives in the Austin, Texas area but travels often.
