Brad Phillips, Ed.D.

is the Executive Director of the Maryland Association of Community Colleges (MACC). In his role at MACC, he works with the Presidents at each Maryland community college and their senior leadership teams on policy proposals, strategy, and legislative priorities. Dr. Phillips was named to the Maryland Daily Record’s 2023 Higher Education Power List.


Dr. Phillips also represents MACC during the Maryland General Assembly and testifies on legislative issues, serves on several different policy advisory committees and statewide boards. His work at MACC has also led to many successful policy initiatives and coalitions. His knowledge on higher education and the role it plays in achieving social and economic productivity have made him a passionate and trusted advocate for higher education as well as programs that support access, equity, and inclusion.


Prior to working at MACC, he has served in a variety of roles at the Maryland Higher Education Commission, including finance policy and financial aid. Altogether, he has over 25 years of experience in higher education policy at the State level. He received his Doctorate in Higher

Education Management from the University of Pennsylvania Graduate School of Education, a Master’s in Liberal Studies from Georgetown University and a Bachelor’s of the Arts in English from Southern Adventist University.
