Ryan Fraser
Mr. Ryan Fraser is an adjunct professor in the Georgetown EDM program, where he has taught Theory and Legal Framework and Post-Disaster Recovery courses.
Mr. Fraser has over two decades of experience in emergency management, counter-terrorism, security, law enforcement, and transportation, retiring at the rank of Inspector of Police with NJ TRANSIT, the nation's largest statewide public transportation system. In his role as Chief of Staff and Commanding Officer of the NJT Office of Emergency Management, his primary responsibility was ensuring the safety and security of NJT's 12,000 employees and 1 million daily commuters.
As Commanding Officer of the NJT Office of Emergency Management, Mr. Fraser was responsible for leading emergency and disaster response across the state and contributed to recovery from Hurricane Sandy and supported rescue efforts during the "Miracle on the Hudson." Prior career assignments include roles as a member of the Emergency Services Unit, as well as leading the Department's Training Unit and civilian counter-terrorism training programs. Additionally, he was detailed to Washington, DC, on two consecutive Presidential Inauguration Protection Details.
Mr. Fraser earned a Bachelor of Science in Business Administration from Rowan University and an Executive Master of Professional Studies in Emergency and Disaster Management from Georgetown University in Washington, DC. He is a Certified Emergency Manager (CEM©) and a member of the Internal Association of Emergency Managers and the New Jersey Emergency Management Association.
Mr. Fraser has served in local, state, and federal government, the private sector, and academia. Mr. Fraser was appointed by the president as a 2023-2024 White House Fellow, where he served at the United States Department of Commerce. He currently serves on the Board of Directors of the White House Fellows Foundation and Association.
Prior to his career in government service, Mr. Fraser was a professional ice hockey referee for 18 seasons. He officiated over 1,000 professional ice hockey games across the United States and Canada.
