Katrina Lewis

Katrina E. Lewis is a member of the Senior National Intelligence Service with over 20 years of experience in intelligence and national security.

She is currently serving as a teaching fellow at the Georgetown School of Continuing Studies (SCS) as part of a partnership with the Office of the Director of National Intelligence (ODNI). 


Ms. Lewis’ previous assignment was as the Chief of Staff to the Principal Deputy Director of National Intelligence (PDDNI). She provided strategic advice and counsel to the PDDNI on a wide range of Intelligence Community (IC) issues in addition to coordinating substantive support to the PDDNI and managing PDDNI staff operations. Prior to joining the PDDNI’s staff, Ms. Lewis served as the Acting National Intelligence Manager (NIM) for Cyber and Deputy NIM for Cyber. In these roles, Ms. Lewis led efforts to set national-level cyber intelligence priorities and oversaw IC efforts to improve cyber intelligence integration. She was also involved in the development and implementation of a number of national policies including Executive Orders and Presidential Directives to improve cyber operations; cybersecurity and information sharing for government and critical infrastructure networks; and, federal government capabilities to respond to significant cyber threats and incidents. She was also directly involved in formulating the mission and organizational construct of the Cyber Threat Intelligence Integration Center (CTIIC).


Earlier in her career, Ms. Lewis held a variety of other policy, strategic planning and analytic positions. Of note, she served as a Director for Strategic Communication on the National Security Council (NSC) Staff from 2009-2011, authoring the President's Strategic Communications Framework and coordinating policy on U.S. government global engagement and strategic communications activities. And, as a Strategy Management Officer in ODNI Policy and Strategy, Ms. Lewis was responsible for developing frameworks and policy assessments used to set strategic direction and establish future competency and capability needs for the Intelligence Community (IC). Ms. Lewis also held positions in the field of counterterrorism, including one assignment as a Lead Interagency Coordinator the Directorate of Strategic Operational Planning at the National Counterterrorism Center (NCTC), where she led a number of planning, coordination and integration activities to counter violent extremism at the direction of the NSC, and other assignments as an intelligence analyst and analytic manager. 


Ms. Lewis is also a U.S. Navy Veteran, serving in a variety of intelligence officer roles including at sea onboard the USS NIMITZ (CVN-68); the USS DWIGHT D. EISENHOWER (CVN-69); with DESTROYER SQUADRON 24; and, overseas at the US European Command Joint Analysis Center (JAC), Molesworth, England. 


Ms. Lewis holds a Master's of Leadership from Washington University in St. Louis' Olin Business School. She also holds a Master's degree in Strategic Intelligence and Bachelor's degrees in Spanish and Foreign Language Education. Ms. Lewis currently resides in Alexandria, Virginia, and plays competitive soccer in a number of adult leagues in Northern Virginia
