Ryan Fraser

Ryan Fraser is a lecturer in the Georgetown EDM program and currently serves as Captain of Police, Commanding Officer, and the Emergency Management Coordinator for NJ TRANSIT, the nation’s largest statewide public transportation system. Captain Fraser leads the Office of Emergency Management, oversees the day-to-day emergency management posture of NJ TRANSIT, and coordinates NJ TRANSIT's preparedness, response, and recovery to all planned and unplanned events and disasters. As Emergency Management Coordinator, he has coordinated the response to events and incidents such as the Hoboken train crash, PGA golf tournaments, the Philadelphia Eagles Super Bowl Parade, and several Presidentially declared disasters. Captain Fraser, as Deputy Incident Commander of NJ TRANSIT’s COVID-19 Taskforce, led NJ TRANSIT in its response to the SARS-CoV-2 Pandemic.


A law enforcement professional since 2005, Captain Fraser has held prior positions as Patrol Officer, Emergency Services Unit Officer, and Training Unit Supervisor. He was a first responder to the “Miracle on the Hudson” plane crash, Hurricane Irene, and Superstorm Sandy. Additionally, he was detailed to Washington, DC, on two consecutive Presidential Inauguration Protection Details. 


Captain Fraser earned a Bachelor of Science in Business from Rowan University and an Executive Master of Professional Studies in Emergency and Disaster Management from Georgetown University in Washington, DC. He is a Certified Emergency Manager (CEM©) and a member of the Internal Association of Emergency Managers and the New Jersey Emergency Management Association.


Prior to his career in law enforcement, Captain Fraser was a professional ice hockey referee for 18 seasons. He officiated over 1,000 professional ice hockey games across the United States and Canada, including the 2012 National Hockey League Winter Classic Alumni Game in Philadelphia, Pennsylvania.
