During her 35 year career in information technology, Karen Hogan has held numerous Senior Executive Service IT positions including Chief Information Officer (CIO). While serving as CIO of the Department of Commerce, she managed its $1.5 billion annual investment in information technology, and as Deputy CIO led the development of the Department's policy and programs for cybersecurity, IT investment management, enterprise IT architecture, use of performance measures, and IT governance. Additionally, she developed performance-based services contracts, led the installation and operation of a fiber optic network serving 4,000 desktops with over six miles of cabling, and significantly improved customer service. In the early days of internet adoption, Ms. Hogan developed the strategy for the Department of Commerce to move to web-based services.
Prior to that, she was CIO of the Census Bureau, where she dramatically scaled up the IT infrastructure in preparation for the first decennial census data collection using the internet, and managed 280 IT professionals. Before that she was the Data Center Administrator and Deputy CIO at the Patent and Trademark Office where she oversaw operations of the U.S. government's largest civilian data center.
Ms. Hogan spent the first 17 years of her career with the Department of Defense (DoD) where she held a variety of management and technical positions in which she designed, developed, and deployed numerous information systems, including systems to provide logistical support to the Trident missile submarine program, financial systems, and telecommunications systems.
Ms. Hogan received her M.S. in Information Systems with honors from the George Washington University. She has been the recipient of many awards, including the Defense Meritorious Civilian Service Award, the Defense Joint Civilian Service Commendation Award, and the 2005 Federal 100 Award.
