Jeffery Carroll

Jeffery Carroll currently serves as the Executive Assistant Chief (EAC) of Police at the Metropolitan Police Department and is responsible for managing the day-to-day operations of the department.

Assistant Chief Carroll began his career with the Metropolitan Police Department in 2002 and has risen through the ranks after serving in several positions and bureaus throughout department.


Prior to being named the EAC, Carroll served as the assistant chief of the Internal Affairs Bureau (IAB) from April-November 2023. There, Assistant Chief Carroll oversaw three organizational units in IAB, which include Internal Affairs, Court Liaison, and Risk Management.


In 2017, Carroll was promoted to assistant chief in charge of the Homeland Security Bureau (HSB) and oversaw the intelligence and operational functions of the Metropolitan Police Department to ensure that the District is well protected and prepared to respond to threats and critical incidents. In this role, Carroll served as MPD’s Incident Commander for high profile events in the District of Columbia, including numerous National Special Security Events (NSSE), two inaugurations, state funerals, MPD’s response to the January 6th insurrection, first-amendment activities, and threats.


Assistant Chief Carroll strengthened bonds and forged relationships with MPD’s federal law enforcement partners by enhancing communication, sharing information, and working together which has had a direct impact on enhancing overall public safety in the District of Columbia.


Prior to his appointment as an Assistant Chief, Carroll served as the Commander of the Special Operations Division (SOD) from 2016 to 2017, where he oversaw MPD’s Emergency Response Team, Explosive Ordinance Division, Harbor Patrol, Canine Unit, Domestic Security Operations Unit, Major Crash Unit, Motor Career Unit, Horse Mounted Unit, Canine Unit, Planning Unit, and Special Events Unit which handles all dignitary protection details for the Metropolitan Police Department.


Carroll was promoted to the rank of Captain on April 6, 2014, where he worked as a Patrol Captain in the Sixth District and later in the Special Operations Division’s Special Events Branch.


Prior to his promotion to Captain, Carroll served in a number of different positions within the department, including Patrol Services and School Security Bureau. Carroll began as an officer in the Third District in 2003. He quickly became known as a leader for his fellow officers and was promoted to Sergeant in 2007 and Lieutenant in February 2010

Assistant Chief Carroll graduated from Towson University with a Bachelor’s Degree in Sociology and Anthropology in 2002. He earned a graduate certificate in Criminal Justice Education from the University of Virginia and is a graduate of the FBI National Academy. He received a Master’s Degree in Security and Safety Leadership from George Washington University in 2017 and is a graduate of the Police Executive Research Forum’s Senior Management Institute of Police. Assistant Chief Carroll served as an adjunct instructor at The Catholic University of America and currently serves at Georgetown University.
