Joseph Billy

Joseph Billy, Jr. is the former Assistant Director of the FBI’s Counterterrorism Division, where he had responsibility for all FBI counterterrorism operations worldwide. He also served as the Special Agent-in-Charge of the FBI’s Newark, New Jersey field office, and was Special Agent-in-Charge of the FBI New York Counterterrorism Division, where he led the nation’s largest Joint Terrorism Task Force consisting of 136 Federal, State and local law enforcement and intelligence agencies. In 1998, Billy served as an FBI on-scene commander and led a multi-agency response to the bombing of the American Embassy in Dar es Salaam, Tanzania, and in 1999 he was dispatched to Northern Ireland to provide oversight in a high-profile terrorism investigation. Billy also served as the FBI Senior Executive responsible for international law enforcement training at the FBI Academy and the International Law Enforcement Academy in Budapest, Hungary. For his efforts in combatting terrorism, Billy was awarded the Presidential Rank Award of Meritorious Executive.

Upon retiring from the FBI in 2008, Billy has served as Vice President of Operations for Prudential Financial where he was responsible for all domestic and international security for the company, to include physical security, site assessments, risk planning and analysis, background investigations and workplace threat management.

Billy served as the Chairman of the NJ State Police Intelligence Fusion Center-Private Sector Advisory Group; co-Chairman of the Real Estate Roundtable Homeland Security and Risk Task Force and he is a member of the International Association of Chiefs of Police Committee on Homeland Security and the New Jersey Analyst Roundtable. In 2009 Billy chaired the NJ Governor-elect’s Transition Team on Homeland Security and Corrections. Billy has been a guest lecturer at several universities, a presenter at business seminars and a frequent collaborator in providing risk assessment and threat analysis to private sector facilities such as hospitals, schools and organizations. Billy also supports the FBI’s Security Division as an independent contractor. He received his BA from John Jay College of Criminal Justice and an MPA from the University of Southern California.
