Billy V. “Skip” Powers, PhD, has been an Adjunct Professor with Georgetown University School of Continuing Studies for five years. With over 20 years teaching at the graduate level, I thrive in the classroom, where teaching is the elixir that fuels my passion to help students find their "A'ha" moment!
A longtime public servant with more than 30 years in national security, emergency management, and public policy, I have held senior roles with the United States Senate Committee on Homeland Security & Governmental Affairs, Department of Homeland Security (DHS) to include Chief of Staff of the Risk Management & Analysis Division, and most recently, as Executive Officer within the Cybersecurity Infrastructure Security Agency (DHS/CISA), the nation’s lead agency for cybersecurity and infrastructure resilience. Currently, I am a Senior Advisor for a Cloud Consulting firm specializing in AI/ML security for the Intelligence and Defense sector.
A proud veteran, I previously served in the U.S. Air Force. I bring real-world experiences into my classroom, blending theory with application in courses like MPAI 610: Applied Psychology of Intelligence, which explores critical thinking, cognitive bias, and structured analytic techniques, and MPAI 6725: Information Management for Competitive Intelligence, which focuses on how organizations leverage data, governance, and information strategy for advantage.
Currently, I reside in Northern Virginia with my wife and VERY spoiled rescue lab mix, Tucker.
