Terry Yarbrough

Terry D. Yarbrough is the Owner/CEO/President of Advanced Program Analytics, LLC, a technology management consulting firm headquartered in Northern Virginia. A retired United States Naval Officer, he has served in multiple operational units and platforms around the world.

As CEO, he serves as Program Executive for APA, LLC’s contracts and subcontracts with a variety of Federal agencies. In this role, he serves as the corporate liaison with senior customer personnel, manage onsite Program Managers and Team Leads, and ensure customer satisfaction, compliance and quality control. He interfaces with executive management of subcontractors and teaming partners. He also directs APA, LLC’s business development efforts, proposals, teaming relationship development, and contract management function.

He has greater than 25 years of Department of Defense (DoD) and Center for Medicare & Medicaid Services (CMS) Acquisition, Finance and Logistics experience on Acquisition Category I/II/III and Major Automated Information Systems (MAIS) programs. He has served on the Board of Governors for the National Military Families Association, a Not-For-Profit organization that is the voice of military families. He maintains a passion for Veterans and their families. 

Considered an expert in the field of organization Metrics development, analysis and reporting, he has provided critical support to the Office of the Secretary of Defense (OSD) / Acquisition, Technology and Logistics (AT&L) / Director, Deputy Assistant Secretary of Defense (DASD) / Director, Systems Engineering, (D, SE) where he developed and managed a process for improving the development and reporting of major acquisition program’s systems engineering Metrics data.  

He has earned degrees from Georgetown University (MPS – Technology Management), Washington, DC | Troy University (MPA – Healthcare Administration), Troy, AL | Southern Illinois University at Carbondale (BS – Healthcare Management), Carbondale, IL | Shelby State Community College (A.S. – Cum Laude), Memphis, TN. He holds the following certifications: Project Management Professional (PMP) | PMI Agile Certified Practitioner (PMI-ACP) | Information Technology Infrastructure Library (ITILv3).
