Dr. Rosemarie Pelletier has over 20 years’ experience in working in the public and private sectors, forming public private partnerships, lobbying, and analyzing public policy. She began her career in both the public and private sectors in 1992 by writing the Operational Test Management Handbook for USDOT for one of the largest transportation funding bills in US history, the Intermodal Surface Transportation Efficiency Act, ISTEA. From there, she built a company that, in 2001 was awarded a $350 million public private partnership contract by the Virginia Department of Transportation. She was appointed by Governor George Allen to the Virginia Technology Council, where she served as Secretary. The Council was responsible for advising the Executive and Legislative branches of government in Virginia on technology policy issues. She was appointed to the Joint Legislative Action Review Committee for the Committee on Science and Technology for the Commonwealth of Virginia, House of Delegates. She wrote the Blue Print for Transportation Technology for the Commonwealth of Virginia and served on the statewide speakers’ bureau. Since 2013, she has been the Director, Graduate Programs in Public Administration and Cybersecurity at a private university where she and her team established a Cybersecurity Research Institute and an Applied Public Policy Institute for the purpose of publishing the outstanding work of students. They host annual Hackathons, Forensics Exercises, and Public Policy and Cybersecurity Summits.
